DC Worst Landlord Watchlist

One of the worst landlords in DC. Ranked #9 in Ward 8 by total fines assessed.

Tenant Organizing Victory

Residents of what was then called Marbury Plaza lived for years with mold in 96% of units, rodent infestations, failing elevators, and extended periods without heat, hot water, or AC. After years of organizing — led by the Langston Views Tenants Association — DC's Office of the Attorney General sued the former owners in 2024. In November 2025, a court ordered $41 million in restitution and penalties: the largest housing judgment in DC history, and one of the largest in the United States. More than 1,000 households received an average of $29,800 back. The building has since been renamed Langston Views.

During the years of organizing, the landlord issued a barring notice against the president of the tenant association, preventing the tenant union from meeting on property for several months — an attempt to isolate tenant leaders and disrupt their efforts.
